Author Harry Baer spends a day with pilot Ed Whipp, patrolling the gorgeous Chesapeake Bay as part of Maryland’s Department of Tidewater Fisheries, aboard a Cessna 170 on floats, often just feet above the water. The patrols are necessary to cover the vast region enforcing fishing laws and identifying illegal activities.
